Water Conservation Stages
Ordinance No. 2962 - Drought Ordinance Ordinance No. 2996 - Amendment to Drought Ordinance
Stage 1 - Normal Water Supply
- The City is able to meet all water demands of its customers
- Stage 1 is in effect at all times unless the City Council declares another water conservation stage is in effect through a Council Resolution
- Normal water efficiency programs and water conservation regulations of the City are in full force and effect
- The following activities are deemed to be unreasonable uses of water at all times and are prohibited during all Water Conservation Stages:
- Allowing water to leave a person's property by drainage onto adjacent properties or public or private roadways or streets due to excessive irrigation and/or uncorrected leaks
- Failing to repair a water leak
- Using water to wash down sidewalks, driveways, parking areas, tennis courts, patios or other paved areas, except to alleviate immediate safety or sanitation hazards

Stage 2 - Minimum Water Shortage
- Reasonable probability exists that the City will not be able to meet all of the water demands of its customers
- Water consumption must be reduced by 10%
- The following water conservation and drought response measures shall apply:
- Watering between 10:00 a.m. and 8:00 p.m. is prohibited
- Lawns and/or ground cover may be watered and landscaping may be irrigated from 8:00 p.m. to 10:00 a.m. only as follows:

- Watering is prohibited on Fridays and any day of the week outside of the designated watering windows; government agencies may water on three days per week of the agency's choosing, only between the hours of 8:00 p.m. and 10:00 a.m.
- Sprinklers are limited to 20 minute run times per station
- All irrigation timers shall be adjusted to comply with approved watering times
- The use of recycled water to irrigate is permitted any day at any time
- All open hoses shall be equipped with automatic, positive shut-off nozzles
- All swimming pools, spas, ponds and fountains shall be equipped with re-circulating pumps
- All plumbing leaks, improperly adjusted sprinklers or other water conduits/fixtures that require repair or adjustment shall be corrected to the satisfaction of the City
- Watering down sidewalks, driveways, parking areas, tennis courts, patios or other paved or hard surface is prohibited except to alleviate immediate fire or sanitation hazards
- Water cannot leave a person's property due to excessive irrigation and/or uncorrected leaks
- Washing automobiles, trucks, trailers, boats, airplanes and other types of mobile equipment is permitted at any time with a hand-held bucket or hose equipped with an automatic, positive shut-off nozzle for quick rinses. Washing is permitted at any time at a commercial car wash or service station, or by a mobile car wash or on-site car wash using high pressure washing equipment
- Water use from fire hydrants shall be limited to fire fighting, related activities, or other activities necessary to maintain the health, safety and welfare of the public
- All restaurants are prohibited from serving water to their patrons except when specifically requested by patrons
- Construction operations shall not use water unnecessarily for any purpose other than those required by regulatory agencies
- Construction projects requiring watering for new landscaping materials shall adhere to designated irrigation requirements set forth in Section 13.26.060(C)(2) of the Corona Municipal Code

Stage 3 - Moderate Water Shortage
- The City will not be able to meet all of the water demands of its customers
- Water consumption must be reduced by 16% to 20%
- The following water conservation and drought response measures shall apply:
- Lawns and/or ground cover may be watered and landscaping may be irrigated from 8:00 p.m. to 10:00 a.m. only as follows:

- Watering is prohibited on Mondays, Tuesdays and Fridays and any day outside of the designated watering windows; government agencies may water on two days per week of the agency's choosing, only between the hours of 8:00 p.m. and 10:00 a.m.
- All irrigation timers shall be adjusted to comply with approved watering times
- The use of recycled water to irrigate is permitted any day at any time
- Washing automobiles and other types of mobile equipment is permitted only during the hours of 9:00 a.m. and 6:00 p.m. on Saturdays, Sundays and Mondays with a hand-held bucket or hose equipped with an automatic, positive shut-off nozzle for quick rinses
- Washing of mobile equipment is permitted at any time on the immediate premises of a commercial car wash
- The amount of water used by commercial car washes not using reclaimed or recycled water shall be reduced in volume by an amount determined by the City Council
- Washing of mobile equipment is exempt from these regulations where the health, safety and welfare of the public is contingent upon frequent vehicle cleanings, such as garbage trucks and vehicles used for food transport
- Overfilling swimming pools and spas is prohibited
- Filling or refilling ponds, streams and artificial lakes is prohibited
- The operation of any ornamental fountain or similar structure is prohibited except for short periods of time to prevent damage
- The number of new construction meters shall not exceed the number of currently authorized meters removed from service, and a new meter shall be issued only when an old meter is returned
- Construction projects necessary to maintain the health, safety and welfare of the public, as determined by the City, are exempt from these regulations
- All water conservation and drought response measures of Water Conservation Stages 1 and 2 shall be in full force and effect

Stage 4 - Severe Water Shortage
- The City will not be able to meet all of the water demands of its customers
- Water consumption must be reduced by 21% to 40%
- The following water conservation and drought response measures shall apply:
- Irrigation of landscaping shall be limited to supporting minimal survival of trees and shrubs
- Landscaping may be irrigated, including construction meter irrigation, for a maximum of 20 minutes per day from 8:00 p.m. to 10:00 a.m.

- Irrigating landscaping is prohibited on Mondays, Tuesdays, Wednesdays, Thursdays and Fridays and outside the designated watering windows; government agencies may water on one day per week of the agency's choosing, only between the hours of 8:00 p.m. and 10:00 a.m.
- The use of recycled water to irrigate is permitted any day at any time
- All outdoor watering and irrigation of lawns and ground covers is prohibited with the exception of plant materials classified and determined by the City Manager to be rare, exceptionally valuable, or essential to the well being of the public at large or rare animals
- Washing automobiles and other mobile equipment is prohibited except on the immediate premises of a commercial car wash
- Commercial car washes can only use partially reclaimed or recycled water for washing mobile equipment
- Washing of mobile equipment is exempt from these regulations where the health, safety and welfare of the public is contingent upon frequent vehicle cleanings, such as garbage trucks and vehicles used for food transport
- Filling, refilling or adding water to swimming pools, spas, ponds, streams and artificial lakes is prohibited
- Operating any ornamental fountain, pond or similar structure is prohibited except for short periods of time to prevent damage
- The use of water cooling mists are prohibited
- Water used for commercial, manufacturing or processing purposes shall be reduced in volume by an amount determined by the City Council and/or as recommended by the Corona Department of Water & Power General Manager
- No new construction meters will be issued
- Construction water shall not be used for earth work, road construction purposes, dust control, compaction or trenching jetting
- Construction projects necessary to maintain the health, safety and welfare of the public, as determined by the City, are exempt from these regulations
- No new building permits shall be provided except under special circumstances (see Corona Municipal Code for exceptions)
- All water conservation and drought response measures of Water Conservation Stages 1 through 3 shall be in full force and effect

Stage 5 - Critical Water Shortage
- The City will not be able to meet all of the water demands of its customers
- Water consumption must be reduced by over 40%
- The following water conservation and drought response measures shall apply:
- All outdoor watering and irrigation of lawns, ground cover and landscaping is prohibited
- The use of recycled water to irrigate is permitted any day at any time
- The City shall not allow any new connections to the water system during Stage 5
- All water conservation and drought response measures of Water Conservation Stages 1 through 4 shall be in full force and effect

Violations and Remedies
- It shall be unlawful for any person to willfully violate the above provisions (Chapter 13.26)
- A violation of any of these provisions shall be a misdemeanor subject to one or both of the following:
- Imprisonment in the county jail for not more than 30 days
- A fine not to exceed $1,000
- The City can also seek injunctive relief in the Superior Court or take enforcement action, including discontinuing or appropriately limiting water service to any customer for violations of Chapter 13.26
