On behalf of the City of Corona, we are pleased to announce we are implementing our portion of Senate Bill 1082, which was passed by the State Legislature in 1993. SB 1082 was legislation pursued by the State's Business Community, to streamline the permitting process for those businesses that use, store or manufacture hazardous materials. Prior to SB 1082 there were a multitude of regulatory agencies that were conducting hazardous materials inspections or disclosures. Each agency had their own permit and fees for their services. With the passage of SB 1082 there is now a designated "CUPA," Certified Unified Program Agency, that is responsible for the permitting process and collection of fees.
Our City opted to become a "Participating Agency" with Riverside County Health Department becoming the "CUPA." This decision was based on the State's requirements to become a "CUPA," that would have required the City to hire additional personnel which would have resulted in higher fees. In October of 1996 the Corona City Council adopted Resolution 96-72 that set fees for the City to recover costs of the program. The City has retained responsibilities that we are currently staffed and trained to implement. It is necessary to have a fee structure that complies with SB 1082 in order to meet our obligations. The choice would have been to turn over the entire process to the County, in which case the fees would have been substantially higher, with no local control from your City.
In addition, by the City retaining control over our elements of SB 1082, we have accurate and adequate information to pre-plan for emergencies and/or disasters and to plan for public and firefighter safety. This is accomplished through the "Disclosure" program element of SB 1082.
