The City of Corona receives two entitlement grants from HUD - Communuity Development Block Grant (CDBG) and the HOME Investment Partnerships Grants (HOME). The Redevelopment Agency is responsible for obtaining and administering these funds.
Each jurisdiction receiving HUD grants must submit a three to five-year Consolidated Plan which identifies the community needs, strategies, goals and objectives the jurisdiction will use to meet those needs with the HUD grant funds. That document is called the Consolidated Plan. Additionally each year of the five-year Consolidated Plan, a One-Year Annual Action (Action Plan) must be submitted that outlines the specific programs to be funded for one year that address the needs and strategies identified in the Consolidated Plan.
Finally, a Consolidated Annual Evaluation and Performance Report (CAPER) must be submitted at the close of each program year that describes how well the jurisdiction met its goals and objectives outline in the Action Plan and Consolidated Plan.
The DRAFT 2010-2015 Five-Year Consolidated Plan/Strategic Plan, 2010-2011 Consolidated One-Year Annual Action Plan, and the Revised Citizen Participation Plan are presented below as information to the public for 30 days. During this time the public and interested parties may comment on these documents. All comments must be submitted in writing to Marilee Hansen, CDBG/HOME Program Coordinator, 400 S. Vicentia Avenue, Suite 310, Corona, CA 92882. Comments will be accepted until 5:30 P.M. on May 2, 2010. The public and interested parties may also comment on these documents at a Public Hearing conducted by the City Council on May 5, 2010 at 7 P.M. in the Council Chambers (400 S. Vicentia Avenue, Corona, CA 92882)
Community Development Block Grant (CDBG) Program
The Redevelopment Agency is responsible for obtaining and administering federal funds under the CDBG program. Each year, the City of Corona receives a grant from the federal government for projects and programs that improve the community.

CDBG Objectives
The three national objectives of the CDBG Program are:
- Benefiting low and moderate-income persons
- Eliminating blight and blighting conditions within eligible areas of the City
- Addressing urgent needs of the City, such as responding to a natural disaster.
The CDBG process requires citizen participation. Public meetings are held in conjunction with the grant application process to receive requests for funding. The City of Corona has participated in the CDBG Program since 1978.
Timelines:
- Public workshop to review the CDBG Program and application process occurs in November.
- Applications for funding are due in December
- City Council hears testimony and approves funding for projects in March/April.
- Funds are available to selected applicants after July 1.
HOME Program
The Home Program was created by the National Affortable Housing Act of 1990 (NAHA). The intent of the HOME Program is to:
- Provide decent affordable housing to lower-income households;
- Expand the capacity of nonprofit providers;
- Strengthen the ability of state and local governments to provide housing; and
- Leverage private-sector participation
Eligible HOME Activities include:
- Homeowner rehabilitation: HOME funds may be used to assist existing owner-occupied home repair, rehabilitation or reconstruction;
- Homebuyer activities: The City may finance the acquisition and/or rehabilitation or new construction of homes for homeowners;
- Rental housing: Affordable rental housing may be acquired and/or rehabilitated, or constructed;
- Tenant-based rental assistance (TBRA): Financial assistance for rent, security deposits and, under certain condition, utility deposits may be provide to tenants.
Currently the City is using its HOME funds to augment the Low-and Moderate-Income Housing Fund for the development of affordable housing.
